You are looking at a vintage woman’s torso mannequin or dress form on an adjustable cast metal stand. There are some blemishes present that I have tried to picture. There are black lines on the front towards the bottom, missing spots of color as well as a large repair on the back of the right shoulder. The actual torso measures approximately 31 tall.
